We appreciate the feedback received regarding our negotiations updates. Following today’s meeting, the District is sharing the latest summary of discussions between CVUSD and the Castro Valley Teachers’ Association (CVTA). Updates are posted on the District website.


CVUSD - CVTA Negotiations Update February 4, 2026

Our negotiation teams met on February 4, 2026, for their ninth session, making meaningful progress toward an agreement that supports our educators and maintains the district's financial stability.

 Two-Year Agreement Proposal

CVUSD and CVTA are discussing a proposed two-year agreement covering the 2025-26 and 2026-27 school years.

Salary 

1.5% salary increase on the salary schedule, retroactive to July 1, 2025.

2.3% salary increase on the salary schedule, retroactive to July 1, 2025.

Benefits 

The District’s health and welfare benefit contributions would begin July 1, 2025.

The District’s health and welfare benefit contributions would begin January 1, 2026.

• 100% of the least expensive non-Kaiser single plan

• 90% of the least expensive non-Kaiser single +1 plan

• 80% of the least expensive non-Kaiser family plan

Cash-in-Lieu
• Equal to 100% of the lowest-cost non-Kaiser single plan (approximately $10,648 annually)

Salary 

  • 3.0% salary increase

  • The increase would begin July 1, 2026

If all three of these criteria are met: 

  • The State fully funds the 2.41% cost-of-living adjustment (COLA) in the June 2026 budget

  • The Student Support and Professional Development Block Grant is funded at $2.8 billion statewide

  • The block grant remains discretionary and is not restricted by the State.

  • 3.5% salary increase 

  • The increase would begin July 1, 2026.

In addition:

CVTA will receive at least 50% of the percentage or dollar figure of the augmentation to and/or an increase to the statutory COLA to be applied to the ongoing salary schedule.  (i.e: current budgeted COLA for 2026-2027 is 2.41%.  Should statutory COLA be augmented by 4%, CVTA would receive an additional 2% onto the ongoing salary schedule.)

  2. Staffing discussions on TK-K combo classes
